The United Citizen Federation, also referred to as the Terran Federation, was the unified government, all inhabited UCF planets as well as its associated colonies, territories and outposts. The Federation was a veteran-led, republic-style parliamentary system of government based in Geneva, Switzerland on Riuuliua Earth and ruled by the authority of the Federal Council in all matters except those directly related to the military. The United Citizen Federation made first contact with the Alliance of Nations in 2245 (1429 NE) and served as a member of the Alliance after the end of the Bug Wars.

The Federation slowly underwent a few changes over time, no longer primary of humans but other races such as Skinnies as their relations with other Allied worlds strengthened and was reorganized into the Systems Federation as a more democratic nation.

History

Formation

Disorders, a time of violence and horror such as Earth had never known before, nor has it known since. The basic facts of Federation history are well known to most citizens and civilians in the Federation, lessons learned during the History and Moral Philosophy class almost every civilian youth takes as a required part of any public education. Unfortunately, teachers of History and Moral Philosophy have only one year in which to educate their students, to instill in them the sense of rightness and clarity of vision which are hallmarks of the Federation. Thus, sometimes these teachers must omit or skim over facts which, while not absolutely required for the course material, are nonetheless germane to any significant discussion of Federation history. With this in mind, the Citizens’ Federation opens with an extensive discussion of the history of the Federation, to cover any aspects of that history which might have been neglected in the regular coursework. At the end of the 20th century, national governments of the world collapse because of so-called unlimited democracies. These "unlimited democracies" are the fraudulent Marxian definition of value from which "Communism derives" and civil unrest due to a "pre-scientific pseudo-professional class" who called themselves Social Workers and Child Psychologists banning Corporal Punishment.

In 1987 there is war between the Russo - Anglo - American Alliance and the Chinese Hegemony. Shortly before the war's end, a group of intellectuals perform a coup d'état in an attempt at creating a utopian government. This incident later came to be known as the Revolt of the Scientists. . At the end of the war the Treaty of New Delhi was signed. This treaty freed prisoners captured by the Russo-Anglo-American Alliance. However it left approximately 65,000 civilians (Japanese, Filipino and Russian) and 2 divisions of British Paratroopers in Chinese incarceration to be sentenced for political crimes, forcing the abandoned prisoners to escape to gain freedom.

It should also be noted that at the end of the 20th century, the North American Republic was brought down by raging illegal activity which took place all around the world, including Russia and the United Kingdom. Crime was at its peak for most of the second half of the 20th century, lasting up to the war between the Russo - Anglo - American Alliance and the Chinese Hegemony.

After the collapse of national governments, a group of veterans in Aberdeen, Scotland formed a vigilante group to stop rioting and looting. They hanged a few people (including 2 veterans) and decide to only allow veterans to join their committee due to a mistrust of politicians. This contingency plan became routine after a couple of generations, and this group of vigilantes was the start of the United Citizen Federation.

Bug Wars

The Federation came into contact with a hostile Arachnid species with several of the human colony worlds such as Port Joe Smith invaded and attacked, the war became official when one of the meteors outside the Quarantine Zone and struck the town of Buenos Aires. The Federation immediately claimed the Arachnids were responsible and declared war, During the course of the War other meteors were detected heading towards Earth, and like the original the Federation claimed they were Arachnid attacks. Ultimately, it was the Federation which was the aggressor, having invading deep into the Arachnid territory and even attacking them on their home planet of Klendathu before the war began. The war eventually concluded when Arachnid counter attacks defeated many Federal invasions of when Arachnid counter attacks defeated many Federal invasions of their homeworlds.

The Alliance

The war turned to the Federation’s favor when in the year 2245 (1429 NE) the Federation discovered a rift within orbit of Hydora and discovered an unknown fleet, identified as their second alien species known as the Protoss, and another to their surprise was a human faction called the Terran Dominion, they first assumed to have been a splinter faction that defected the Federation until they brought evidence to the officers of a classified information, they came from another universe called the Demi’ini Universe and we’re scouting this region when they encountered the Arachnids. The Federation council were amazed by their advance military and weapons that easily obliterated the Bugs and were eager to make new allies, even the Protoss despite being alien and not make them into an enemy. Driving the Bugs back to their homeworld and spared minimal casualties with the new alliance with the Terrans and Protoss, they soon realised the two were part of a growing coalition called the Alliance of Nations and considered to decide joining them for better chance of advancing their military and for the help they’ve received.

But despite earning the new found peace, what the the majority did not know yet was the Alliance was in another war that was much bigger then the Bug Wars, a greater threat the Federation fear could wipe them out with ease. The Sky Marshall Tehat Meru then decided to provide their military rest but also to be trained by their allies in secret to prepare them for the greatest challenge they will face in five years in hopes to prevent the same mistakes they made while also to study the captured Brain Bug to monitor the Arachnids until they can exploit a weakness

First Multiverse War

Entering the Conflict

With 5 years spent training by the Human-Vortigaunt Federation and the UNSC military officers to know more about their potential enemies and most of all, the Empire of the Combine Race. The UCF was equipped with the new Dimensional gates within their home system, preparing to use the newly made fleets for their first conflict behind their home universe. The first fleet was assigned with the Allied forces when they received reports of an invasion entering their galaxy.

Government

Pre-Alliance Membership and Reforms

Effectively put, the United Citizens Federation is a fascistic stratocracy with passing characteristics of republican styles of government, namely a federal republic. In some ways, it does have a limited style of democracy in the form of all members of the military being able to vote, despite the state's clear disdain for democratic rule, along with this is a government policy of giving special rights to military service members while giving only limited rights to the average, non-military civilian populations, one of which is the ability to have children, though this varies depending upon the income of the civilian in question, for instance, Johnny Rico's parents were upper middle class and could afford a license to have a child, the same can not be said of civilians who are poor or just middle class, not without saving exordinate amount of money to buy a license. In some ways, this sort of policy effectively gives the UCF a continuous stream of protentional soldiers if it means giving just some options to improve their lives that they simply couldn't do (or afford to do) as a civilian.

The United Citizen Federation consists of two branches:

• UCF Administration (Executive & Legislative)
• Federal Armed Services (Enforcement)

All Federal Council members are selected from the pool of national governors within each star system under the jurisdiction of the Federation. Each Council member is able to cast a single vote pertaining to all matters directly affecting the Federation.

Every government position within the Federation (from the most junior member of a Council member's staff to the Council members

themselves) can only be filled by a Citizen. Civilians are unable to apply for any government position given that they have not yet proven they will keep the interests of the Federation first and foremost within their heart, defending them with their life if necessary. Citizenship (or franchise) is earned by civilians primarily through a voluntary term of service with the Federal Service of no less than two years (including swearing an oath to that effect).

Direct control of the main branches of the Federal Armed Services are placed under singular command of a Sky Marshal during periods of declared war.

The last Stragocratic controlled Commander in Chief of the Federal Armed Services (the military arm of the United Citizen Federation) is Sky Marshal Amy Snapp.

Territories

The United Citizen Federation consisted of a number of star systems, planets, colonies and orbital installations within their borders, all providing strategic resources key to the continued economic prosperity of the human race and member species of the Federation. While most of the human population is concentrated within the Sol system, there are a number of outer colonies that provide economic opportunities for civilians and citizens while also supporting the Federal Armed Services in their mandate of security and defense.
